June Joint Council Meeting - 2011
The Delmar Joint Council Meeting was held a week early due to the Delmar Maryland Council expecting to attend parties in Ocean City next week with the Maryland Municipal League
. The Maryland Municipal League Convention will have representatives from 121 municipalities and almost 1,200 city, town, county and state officials, as well as corporate representatives, will attend the convention (June 26 - 29, 2011 at the Ocean City Convention Center.)
Tonight was a boring meeting, thankfully it was over with by 8:20. Generally it was first readings of ordinances that will restrict freedoms of the residents and milk them for more fines thusly generating more revenue for the town. The Delaware side of town took a "Me Too" attitude and duplicated the proposed ordinances Maryland introduced.
They had the first reading to adopted the 2009 International Residential Building Code. They already were using an earlier version but Maryland required them to adopt the newer version so Delaware went along with it. They also removed part of the provisions in the code for fire sprinklers.
They had first readings of the Parking Ordinance (based on Princess Anne), Grass cutting ordinance (based on Laurel), and the abandon building ordinance. I will write more about these later. All with fine structures.
The Delmar high school traffic pattern was discussed. The Police and school had their meeting and presented a pattern to the school bus contractors. The bus contractors rejected it. They will meet again and revise it again in July.
The Maryland side voted to use Red Speed for traffic speeding tickets. Some Commissioners reasons for voting yes were; James Henderson: "Wicomico County is looking at putting in Red Speed and Delmar will lose money if Wicomico County puts in red speed in Delmar." Carl Anderton, Jr: "If speeder are going 12 miles over the speed limit they should be fined. Better for Delmar to get the revenue as it is being double taxed by Wicomico county already." No mention if any of the Council would be on the "Special people who aren't fined" list for Red Speed.
I have attended the MML convention in past years. It is not all parties an fancy dinners. There is real work and educational courses taken by elected officials. The most important thing is the networking done with State officials for the bettement of each municipality. When you were Mayor-Did you attend MML?
Measures were taken a long time ago to make ordinances the same on both sides of the town. Years ago, the ordinances differed so much from one side to the other that even Delmar PD didn't know what to enforce on which side.
It's better than both sides of the town be the same. This doesn't always happen though if the Delaware side disagrees with the ordinance to begin with. At that point, they can ask for changes or not approve it for the Delaware side at all.
If you'd bother to attend some town council meetings, you'd learn things like this. You'd become educated on why some things happen the way they do instead of just spouting off about something you have no knowledge about.
I have known some MD officials who went to MML and went for the good time and not for the work or the courses. They've come back and talked about it.
As far as Howard not attending, if you also took the time to make an educated comment, you would know that MML is for MARYLAND officials, and not Delaware.
It was asked several years ago about the Delaware officials attending and they were told no, it's for Maryland officials only.
You obviously have not attended budget hearings in the past.

Maybe if you got out from behind your computer screen and went to some of these meetings, you'd understand the split between the two sides of the town.
If you don't want to attend the meetings, you could also pick up the phone and call the town manager or one of your elected officials and they'd be more than happy to explain things to you.
Until then, I would suggest you speak those comments inside your head only to keep from embarrassing yourself again.

I get the feeling by your comment that you may just be one of those people I referred to in my previous comment.
Plain and simple. Maryland side population exploded while Delaware couldn't grow.
Therefore, the Delaware side is much smaller.
Why some people think that the people on the Delaware side should subsidize the Maryland side is beyond me.
Maryland pays for the services portion they use and same for the Delaware side.
One of these days you people will get it!
I don't need to attend meetings anymore, I've done my share thank you very much!
I'm guessing you don't know much about Henderson or Hitchens.
Since there is an election this year, I think it would be a good time for you to contact your representatives and get to know them.
I can tell you this. If you knew anything about Luther Hitchens, you'd know that he's not a "partier". He takes his job as an elected official VERY seriously. After all, he is your Deputy Mayor.
As far as Henderson, it seems to me that he's lacked in performing the "job". He seems to be missing from some of his obligations (meetings, etc). So, I have to wonder, for myself, whether he's worthy of another term in office. I don't know if he's attended MML or not, but I'd guess not since I don't feel he's that serious about his job. If he has attended, I could see him being one there not for the learning experience of it all. That's my opinion.
It's not up to me, or this blog, to educate those on their elected officials. There are plenty of opportunities for you to get to know them. You could start with picking up the phone and calling them. How 'bout inviting them to have a cup of coffee so you can see where they stand on issues? I'm sure they'd be happy to pay for the coffee.
