The Chris Mills Building.

At the Delmar Delaware council meeting Tuesday, Chris Mills appeared to give an update.  Not much going on for the building.  Last time he appeared he said he would have something done to the back of the building by July.  He said he was busy and didn't get to it.  Now he says maybe December or the first of the next year.  He also asked for information on any loans he could get to fix the building up and he said he would entertain bringing in partners on the project. 

Bypass Accident and Traffic Tieup

Managed to get caught in a traffic backup this afternoon on the bypass.  On Fridays the merging from RT50 to Rt13 is just a mess and no wonder they have accidents.  The bridge inspections and work didn't help the situation.

3rd Wave and Delmar P & Z


Third Wave Brewing company http://www.3rdwavebrewingco.com/
is located on Bi-State between Rose St and York street in Delmar, Delaware.  They came here in 2012 to brew craft beer.  They have done well.  About February 2015 they came before Planning and Zoning about an expansion.  I happened to be at the meeting and asked the question of Planning and Zoning and the owners of the Third wave if the requested extension on to the original IGA store would not create a problem with delivery trucks blocking Rose street.  Everyone looked at me as though I had no idea what I was talking about.  I think the owners said they had never heard of such a thing.  Well, as you can see from these photos taken today;  P&Z and the owners of 3rd Wave didn't know shit.   If any of them had been in Delmar or observed anything in their time in Delmar they would have known this was a common problem when the IGA had the refrigerated box on the end of building.

Now my bitching is less about a delivery truck blocking a street and more about how P&Z, if they want a business in Delmar, will ignore obvious problems.  No one wanted to talk about a delivery truck blocking a street because they wanted 3rd wave to stay in Delmar.  The simply comment by P&Z that there may be slight problems in the future but the town will address them if they become serious would have satisfied me.

Trump


No Election For Delmar Delaware

There will be no election for the Delmar Delaware Mayor and two council people.  Mayor Houlihan filed for the mayor spot, Mr. Boyan filed for his councilman spot and a third person filed for the second councilman spot.  There being no additional contenders there was no need for an election to be held.


Although there is no election this fall there was a need for a Delaware Board of Election Supervisors to exist.   Barbara Bynum, Wayne and Peggy Moore. volunteered and were sworn in by Mayor Houilhan.


EPA Monitoring Well

There was quite an operation yesterday when the EPA put in a 150' monitoring well.

The story on this monitoring well (and there is suppose to be another well drilled) is classic "I am from the state and I am here to help you. "


Too long of a story to tell this morning but I will talk about it in the future. 
For some reason they feel the Laundromat once dry cleaned clothing and there maybe chemical in the ground from that.  I moved here in 1978 and I remember the place merely being a place that kept your dry cleaning until it was picked up by  truck and taken to Phillips or Star in Salisbury to be cleaned and then returned.  I don't think any dry cleaning was done on site.

Sussex County announces first round of public workshops for comp plan process
Georgetown, Del., Sept. 6, 2016:  Sussex County this fall will host the first in a series of public workshops to gather ideas, understand concerns and take suggestions on how the county should develop over the next decade and beyond as officials and the public craft the County’s next comprehensive plan.

Five meetings – one for each County Council district – have been scheduled to give the public an opportunity to offer comments and suggestions for what should be included in the Sussex County Comprehensive Plan. The County’s current plan, adopted in 2008, expires in 2018.

Delaware law mandates that all counties and municipalities have a comprehensive plan in place to guide land use and future development. Counties and municipalities must review their plans every 10 years, and submit updated plans, as well as annual reports, to the state for approval.

A comprehensive plan, among other things, serves as the standard for how development occurs and how land use is governed in a community over a long-term period. Such plans are used by local governments to not only establish land-use policies and identify growth areas, but also to give consideration to various other community concerns, such as affordable housing availability, agriculture preservation, open space protection, historic preservation, economic development and transportation mobility.

The public meetings scheduled for the 2018 update include:

·           Monday, Sept. 26, 2016, from 4:30 to 7 p.m., at Lewes Fire Company Station No. 2, 32198 Janice Road, Lewes (District 3);
·           Tuesday, Sept. 27, 2016, from 4:30 to 7 p.m., at Millsboro Town Hall, 322 Wilson Highway, Millsboro (District 5);
·           Thursday, Sept. 29, 2016, from 4:30 to 7 p.m., at Seaford Volunteer Fire Department, 302 King St., Seaford  (District 1);
·           Tuesday, Oct. 4, 2016, from 4:30 to 7 p.m., at Georgetown Fire Company, 100 S. Bedford St., Georgetown (District 2);
·           Wednesday, Oct. 5, 2016, from 4:30 to 7 p.m., at Millville Volunteer Fire Co., 35554 Atlantic Ave., Millville (District 4).

All meetings are open to the public. Citizens may attend any workshop meeting they choose, regardless of district.

Lil' Red Hen and the Halloween Mask

While I was taking my break from blogging it would seem a problem popped up at lil' Red Hen Nursery school in Delmar.   Some staff members were using fear as an encouragement to get children to do what they were told to do.  Lower Eastern Shore News reported it and did a reasonably good job in reporting it.  This is something blogs and facebook do well, they report on things that the "News Media" would not report on.  http://www.lowereasternshorenews.com/2016/08/lil-red-hen-daycare-changing-story.html

The State of Delaware Dept of Services for Children and Youths and their families got involve and now those staff members are doing (probably finished ) three hours of positive behavior management training. 


Now I know some about Lil' Red Hen and it is a good Nursery school.  Obviously this is a fuck up on their part. 

If I had written about it perhaps I would have added a few points that most (maybe all) daycare and nurseries are written up by the state on a routine basis.  They just have to find something.

Green Cross Bettys

of the Green Cross Bettys used to fly a group of Japanese on August 17, 1945 to IeJima in preparation for the Japanese surrender.  These photos are elsewhere so just google Green Cross Bettys.  IeJima is off the coast of Okinawa in the East China Sea.  When I was stationed north of Okinawa in the 1960s the ship we would take from Naha port to the island would pass between IeJima and the Okinawa main land.  It was nothing special.  It was however where Ernie Pyle the news paper journalist from WW2 was shot and killed. 

Since Japan had not surrender and many in the Japanese military thought everyone should fight to the death the Japanese Air Force ordered the planes to be shot down, if found.  They flew a northeast route over the ocean to avoid their own air force. 

From IeJima, the Japanese were transferred to C-54s to fly to the Philippines to meet with General Mcarthur to develop the surrender terms.

The two green Cross Bettys (Mitsubishi G4M ) were painted entirely in white and a green cross was painted over the Hinomaru (meatball) design on the aircraft.  This was so our Military would not shoot them down. 


The Betty was officially known as the Type-1 land-based attack aircraft, but to its Japanese Navy crews, it was known as the Hamaki (Cigar), the reason for which is obvious in this photograph We can clearly see that the Bettys traditional armament nose, tail, waist and dorsal guns have been removed as demanded by the Americans.

The following are the two radio messages sent to the Japanese on the morning of 15 August 1945, which set in motion the eventual unconditional surrender:

At 0930 hours:

I have been designated as the Supreme Commander for the Allied Powers, the United States, the Republic of China, the United Kingdom, and the Union of Soviet Socialist Republics, and empowered to arrange directly with the Japanese authorities for the cessation of hostilities at the earliest practicable date.

It is desired that a radio station in the Tokyo area be officially designated for continuous use in handling radio communications between this headquarters and your headquarters. Your reply to this message should give all signs, frequencies, and station designations.

It is desired that the radio communications with my headquarters in Manila be handled in English text. Pending designation by you of a station in the Tokyo area for use as above indicated, stations JUM, repeat JUM, on frequency 13,705, repeat 13,705, kilocycles, will be used for this purpose; and WTA, repeat WTA, Manila, will reply on 15,965, repeat 15,965, kilocycles.

Upon receipt of this message acknowledge. MACARTHUR

Just 22 minutes later, MacArthur gave the very specific instructions of how the Japanese were to prove their peaceful intentions.

At 0952 hours:
Pursuant to the acceptance of the terms of surrender of the Allied Powers by the Emperor of Japan, the Japanese Imperial Government, and the Japanese Imperial Headquarters, the Supreme Commander for the Allied Powers hereby directs the immediate cessation of hostilities by the Japanese forces. The Supreme Commander for the Allied Powers is to be notified at once of the effective date and hour of such cessation of hostilities, whereupon the Allied forces will be directed to cease hostilities.

The Supreme Commander of the Allied Powers further directs the Japanese Imperial Government to send to his headquarters at Manila, Philippine Islands, a competent representative empowered to receive in the name of the Emperor of Japan, the Japanese Imperial Government, and the Japanese Imperial General Headquarters certain requirements for carrying into effect the terms of surrender. The above representative will present to the Supreme Commander for the Allied Powers upon his arrival a document authenticated by the Emperor of Japan, empowering him to receive the requirements of the Supreme Commander for the Allied Powers.

The representative will be accompanied by competent advisers representing the Japanese Army, the Japanese Navy, and Japanese Air Forces. The latter adviser will be one thoroughly familiar with airdrome facilities in the Tokyo area.

Procedure for transport of the above party under safe-conduct is prescribed as follows: The party will travel in a Japanese airplane to an airdrome on the island of Ie Shima, from which point they will be transported to Manila, Philippine Islands, in a United States airplane. They will be returned to Japan in the same manner. The party will employ an unarmed airplane, type Zero, model 22, L2, D3.

Such airplane will be painted all white and will bear upon the side of its fuselage and the top and bottom of each wing green crosses easily recognizable at 500 yards. The airplane will be capable of in-flight voice communications, in English, on a frequency of 6,970 kilocycles.

The airplane will proceed to an airdrome on the island of Ie Shima, identified by two white crosses prominently displayed in the center of the runway. The exact date and hour this airplane will depart from Sata Misaki, on the southern tip of Kyushu, the route and altitude of the flight, and estimated time of arrival in Ie Shima will be broadcast six hours in advance, in English, from Tokyo on a frequency of 16,125 kilocycles. Acknowledgment by radio from this headquarters of the receipt of such broadcast is required prior to take-off of the airplane. Weather permitting, the airplane will depart from Sata Misaki between the hours of 0800 and 1100 Tokyo time on the seventeenth day of August 1945. In communications regarding this flight, the code designation “Bataan” will be employed.

The airplane will approach Ie Shima on able course of 180 degrees and circle landing field at 1,000 feet or below the cloud layer until joined by an escort of United States Army P-38’s which will lead it to able landing. Such escort may join the airplane prior to arrival at Ie Shima. MACARTHUR


The two Green Cross Bettys would stay until the delegation returned the next day from Manila. During that time a group of airmen, sailors, and Seabees gathered for a victory photograph like no other, on top of the first Betty to land. Two Years of This


Work has semi-started on the Rt50 bypass

For the next two years they will be working on bridges
so far it hasn't been real bad driving it but I expect it will pick up being a driving hazard in the next month
